The oath which he took upon becoming an agent of the Federal Bureau of Investigation involved swearing to support and defend the Constitution of the United States against all enemies, foreign and domestic. Cooper is fairly sure that the oath sworn upon entry to the armed forces is similar. But a lawman isn't a soldier.
